I decided once to follow someone and when I look to see what they where tweeting, it just opens a webpage with their comments on it. Is that all there is to it? Seemed hokey to me so I never bothered with it.

IMO, it's best not to use Twitter for its original purpose which was all that personal, "What are you doing?" crap between friends and whatnot and it's better for what it has morphed into which is a very handy and succinct blog aggregator. Don't overthink it and simply remember that it's only micro-blogging at 140 characters or less. IMO, it's best for following a subject or topic or something and subscribing to things that would update you about it since most blogs, media websites, etc. link to their updates via their tweets. Probably 90% of the accts I follow are book related and then I use Twitter as a blog aggregator instead of subscribing to a million RSS feeds or having to log into a feed reader app. It's exceedingly handy for that.
