Funny but what I saw in the video is that Poles had Gordon and Brisker as his two highest players on his board when the Bears got on the clock at 39. The Bears were lucky enough to have Brisker available at 48 where he was then the highest player on his draft board, and so, he was drafted.
That is drafting BPA which also happened to be at positions of need.
What is a fact is that Poles did not draft a WR in the 2nd round.
This is not what you stated in the title.
As an example, let's look at what you just said.
In that situation, Gordon was gone and the Bears would have taken Brisker at 39 because he was BPA.
Question for you: how do you know that a WR would not have been taken in that situation, seeing that one of the two players who were mentioned as the two top players on Poles board would have been gone by pick 39?
Maybe the Bears would have taken Pierce at 48 and Velus at 71 if one or the other of Gordon and Brisker were taken before 39?
Now imagine that both Gordon and Brisker were gone before 39, do you still think that "Chicago Bears’ GM Ryan Poles wasn’t drafting a wide receiver in second round"?
