Why not a trade of the first rounder next year to get a backup big?

The Bulls are in the tax. So in order to do that, we need a contract that matches and a team that wants to trade a good contract away. Plus, the Bulls have turned into a scouting/drafting team, so they don't want to trade picks because rookie contracts are the only cap relief in sight. Especially for a deep draft like next year, that is being projected as the draft class of the decade. So a late pick in 2014 could very well be worth more than a mid-round pick in 2015.

Draft picks have no salary value. The Bulls would have to ship a contract out to get one back. They are over the cap. That is the reason why contracts are so valuable. The Korver trade exception or Rip Hamilton could have been used to make a move. Those assets are long gone.

The Bulls have very few tradeable contracts. They have some very large contracts and some very small contracts. They are missing the mid tier contracts that make trades easy to perform.

Keep reading what? Please just post this magical statement that states teams can have 12 players under contract for the season.

I already did. The one you cited. The one you glanced over and snipped a partial statement out of. The league can only enforce a 12 man minimum. The 13 man minimum is based on dressing more than 12 players that are active(13 to be exact, and as a maximum). It is not a roster minimum, it is about teams that have 13+ active players on their roster, they must dress 13 players as a minimum. If a team has 11, they have 2 weeks to fill the 12th. If a team has 12, they are legal, nothing happens.

Does anyone else understand?

Here is exactly what it reads.

Any remaining players must be on the team's Inactive List, and are ineligible to play in games. A minimum of zero players (if the team has 13 active players) or one (if the team has 12 active players) must be on the team's Inactive List, although a team with 12 active players can drop to zero for up to two weeks at a time.

Teams can temporarily have four players on their Inactive List (bringing their roster size to 16) with league approval in the event of a hardship. A hardship can be deemed to occur when the team has four players who are sick or injured and have missed at least three games, and will continue to be unable to play.

The composition of the Inactive List can change on a game-by-game basis -- no less than 60 minutes prior to tipoff, the team must present to the official scorer a list of the players who will be active for that game. I guess you are confused about what active/inactive and under contract mean.

active=A player that is with the team and can be activated for a game
inactive=A player that is not on the active list and cannot play in games
under contract=total of both active and inactive players under contract

A team is required to carry a minimum of 13 players. That means 13 players need to be under contract. You have to have 13 NBA contracts on your roster.

I am going to pull some quotes out to help you understand.

See if you have 13 players on the active list you can have zero on the inactive list.

If you have 12 players on the active list you have to have one on the inactive.

This is very clear. Now if you can pull a quote out that contradicts what I stated please do. I am sure you cannot, because one does not exist that is reputable. Right now we have NBA.com/hoopsrumors.com/CBAFAQ.com all stating the same thing. They have all been linked. If you still think 12 is the league minimum for contracts there is little help for you.

Why don't you ask the guy who continues to be wrong and insists he is right? I asked a simple question about who the 13th guy might be and someone decided to start an argument about how many players a team has to has under contract.

I did not start it with myself.

In addition to the Active and Inactive Lists, the following lists exist:

Suspended List: Any player who is suspended by his team for four or more games may be transferred to the team's Suspended List following the third game of his suspension (and may be placed on the team's Active List or Inactive List for the first three game). Any player who is suspended by the league for six or more games may be transferred to the team's Suspended List following the fifth game of his suspension (and must remain on the team's Active List for the first five games).
NBA Draft List: The NBA Draft List contains the players with whom the team holds exclusive negotiating rights.
Voluntarily Retired List: A player who wishes to retire while under contract may be placed on his team's Voluntarily Retired List if both the team and player agree. Injured Reserve is the former name of the Inactive List. It was originally intended for players who were injured and unable to play, however teams often used it as a convenient place to stash extra players. While a medical reason was required for players to be put on Injured Reserve, the league did not insist on an independent physician confirming the diagnosis. Thus it was common for a seemingly healthy player to suddenly develop "back spasms" right before rosters were cut to 12 players, and spend the entire season on Injured Reserve as a result. With the 1995 CBA they gave up the ghost, dropped the medical requirement, and changed the designation to "Inactive List." (The cynic will note that marginal NBA players seem to have a lot fewer back spasms nowadays.)

Players assigned to the NBA Developmental League (see question number 80) are automatically placed on their team's Inactive List.

And I said.

8 is the legal minimum(meaning the NBA can decide to fine you if you don't have a good case for having 12-men, like retirements, injuries, send-down/call-up in limbo), 12 is the opening day minimum, 12 is also the active roster maximum, 13 maximum actively listed at the game time(loophole for players that have qualified of being inactive for I think, 5 games, but may be activated), 15 maximum retained with two inactive.

Which is true. 12 is the opening day minimum. And then I said here, the league can only enforce a 12 man roster. Meaning, if you have exactly 12, the NBA isn't going to do anything about it. If you have 11, they are going to fine you. If someone gets hurt, and they go inactive, the Bulls have time to sign a player.

Why is this important? Because most Bulls fans want the front office to sign a back-up big, including me. But the fact of the matter is, if the front office can play a game of limbo all year long if they don't want to sign anyone. The Bulls are not forced to sign a 13th man, despite most of us believing that it would be wise to do so. They can start the season with a 12-man roster, they can draw an assignment of D-Leaguers and pay them the minimum 120k(10 on, 28 off), and they might never see the NBA.

If the Bulls want to be cheap now, and they don't like any of the available players, then what? Nothing happens. Or Pax is playing the waiver game. I'm not sure who they think might get waived at this point, but it wouldn't be the first time.
