To answer the OP's question, the Bears are a poorly run, bush league organization because of clueless ownership and third rate management and coaching. The 49ers have developed multiple excellent QBs over decades while the poor Bears (and often their fans) never understood how to ID, support, and develop, good quarterbacking. And it's a quarterback's league.
