1) the Titans are not a bad team
2) the defense is rusty. They also had problems with tackling and stopping the run at the beginning of last year
3) Williams is going to make rookie mistakes because he is a rookie.
There was no reason to expect them to come out and dominate but there is also no reason for them to be this bad all year.
