He doesn't need to. It's the Raiders. They'll pay whatever he asks and presuming the Bear are setting that mark is ill founded. Whatever the Bear offer wouldn't affect his expectations of the Raiders.

Johnson might or might not be a savior but at this time he’d be the right hire for Williams and the offense.

Eh, often even older jets are rehabbed on in the interior, as well as engine, etc, and they end up being excellent flights. Depends on the jet's owner and operator. Bears may not actually own the jet. Could be a chartered jet that will open its schedule for priority clients like the Bears. Pay as you need and don't need to pay maintenance costs, etc for actually owning one.
