In a trade he would have commanded way too much and he's not worth it.
He would have commanded too much and years in FA (look at the Yanks situation. I think they may be kicking there self.)
And he has been in consistent.... Also, age plays a factor.

Yeah, after Burnett pitch for the Jays against the Cubs, the Cubs were exploring a trade for him. The Cubs scouted him before he pitched against them, on day and little after. He said he would welcome a trade to the Cubs. But JH was smart and backed out because the price was too steep.
And when he was a FA, the Cubs came up as a destination for him but didn't want to cash up. Which at the end was prolly a smart idea.
