The first two rounds are a dart board of high reward high talent premadonnas who tend to bust hard when they do.
Drafting in the third and fourth is the art form of building a football team.
Every GM must find the balance of drafting high talent injuries vs surprise fallers vs the guys you identified for your system in the middle tiers of players.

At this point, it probably does make sense to consider college ranks for some of these remaining assistant coach positions.

No idea but my guess is that he just wants to stay at Tulane / New Orleans area. The man is 64, probably about ready to retire in a couple of years, and has been living there for like the past 12 years between working for the Saints and now Tulane.
