Looked like the defender knocked down Jones and then held him down for a second on the last play.

Didn't say anything about his attempt to catch the ball. Before that the CB held him and tried to get a piggy back ride.

I know exactly what you are saying. Jones slipped and fell. There was contact, but the defender didn't "hold him down for a second".
