In my defense California does not have Whataburger and Lotaburger. Never heard of them. Do brothers own the franchises?Whataburger is better than anything on that list followed by:

Lota Burger (again, not on the list)

That is all chain, fast food burgers tho. There are better burgers to be had.

Hardee's used to be the best IMO, then they changed everything. I know all of them changed in some tone, but wow, they went from juicy to dry. If you have an old Hardee's that hasn't updated and is on the old franchisee model, you're lucky.
Right now I would say Whataburger, if you're lucky to have one.
Burgers are by some nature, fast food, but that doesn't mean all Burger places are fast food joints. If it takes 15 minutes from the time you enter the door until you get your food on average, it's not really fast food. So a few places obviously don't make the cut that would dominate the list.
Cook out is not national though I don't think. I only ever had one in Carolina and way out in NW VirginiaSteak N Shake is underrated.
Also if we are talking after bar food in terms of Burger. You forgot Cook Out. Burger, Fries, Shake and two sides for $5.99.
