Consider the Browns situation.

Ifo was a 7th round pick. He's under contract for two more years. He would likely be paid ~$500k per annum, which may not even count against the cap. Projected as a ~15th overall pick. They don't have shit for talent; they are in full-blown thermonuclear rebuild mode and if an elite player needs another year of rehab then it is not a big deal at all.

The only reason to cut him is if you believe there is zero chance he ever plays a snap in the NFL due to his medicals. Or he smoked weed with Josh Gordon.

In fact we have 3, but they're all mediocre, so you need to assemble RB unit by committee, add more talent and hope that one or two will stand out.

If we have 3 already it sounds like we have a RB unit by committee established. Not sure what sort of talent you're hoping to find in the 4th round, but it's probably going to be equivalent to what we have.

Because Rodgers is bad and is a pretty much just a ST guy...Carey is pretty much just a short yardage back at this point.

We don't know that yet. After this year, if they don't draft EE, we should know what Langford and Carey are. You COULD be correct. But I'd like to see what they can do. I wouldn't be against drafting another RB later if there is a guy we like there. Hell, if EE falls to us and he's the BPA by far, you take him there, too, but I'd probably go CB there, or DE, there instead.
