I'm not sure what connection you're trying to make, but I'll tell you what I see:
Richards didn't get suspended because he drove his shoulder into Booth's head. At the time, there was no rule against such plays as the league hadn't caught up to the Kevlar shoulder pads players were using.
Hjalmarsson is getting suspended, I'm assuming, because the league is taking the view that he delivered a hit from behind or boarding.

Yeah, the league is going to be looking very closely at every concussion caused by a questionable hit and, as apparent from this suspension, they're going to lay the hammer down (ba dum chi).
Player must take notice as this one is for sure, questionable.
