You have gotten a lot of good advice about being direct with the guy. Do that repeatedly. But in addition to that there is one more thing that is king when dealing with a situation like this….
Document! Document every time you tell him to leave you alone. Time, Date, and what was said in a word file on your computer.
This is why your girlfriend was slapped on the wrist for going to HR instead of handling the situation directly. You need to be able to show exactly how many times you asked him to stop coming to your desk to bother you. If you cant do this then he can say "she never said that". Your word against his never works.
From your description of things this should take only a couple weeks to amass a nice log of your efforts to handle this yourself and his failure to respect your requests.
The last step is to print out your log and hand it to him and say if he doesn’t leave you alone that you will take this log to his supervisor and HR.
If he doesn’t disappear after that then turn it over to supervisor and HR.
