I know this is a troll thread but I can't help myself. I think Pace has done a pretty good job. I'd give him a solid 'B+' at this point.
Let's be honest, he inherited an absolute train wreck from the Emery/Trestman era. The roster was old, we didn't have a QB etc... it was a total rebuild from the ground up. To be honest, we were fortunate Pace wanted to step into this cluster. With just three full seasons under his belt he's managed to acquire the talent to convert to a 3-4 defense that is top 10 in the league. He landed what most of us believe to be a franchise QB. He landed a top-tier head coach and what I believe was absolute brilliance, was able to retain Fangio.
Did he miss on White? Absolutely, but 1st rounders do bust. Has he been super successful in free agency prior to this offseason? Not really, but premier free agents were't exactly clamoring to join a basement dwelling team. We heard numerous stories about the bears losing out to free agents even when they offered better money. The last thing you want is your GM to get too desperate and start offering crazy money... which he didn't. He was patient, the guys he did sign were cap-friendly, short term deals that didn't tie our hands for the future.
With the arrow pointing up for this team he has been able to go out and land a top tier free agent and head coach. Last years draft was super successful. I hope ownership is smart enough to realize what they have in Pace. Building a team that is consistently in playoff contention takes time, patience and a little but of luck.
