Sure if you believe in a block universe then all events have already happened ie history is made up of the past, present and future. So the universe is like a CD. The music already exists on the CD and has already been created. Due to flaws in our perception we order the events that have already occured into a timeline of past, present, future but that concept of time is just an illusion. It is all just history.

As for Dylan that is perhaps my favorite line of his and part of the reason I tend not to feel too strongly about things. In my youth I like Dylan felt I was much more mature and knowledgeable about life and thus older in the sense of having less to learn. As I got older I realized that much of what I thought I knew or took as fact was just preference, opinion or belief and thus I am younger now in the sense I dont know as much as I once thought I did.
