If I may suggest something - try looking up local lost and found Facebook groups or community pages. You might have more luck finding the owner (if you even want to find the owner?) sounds like the dog wasn't taken care of very well.
You can also take the pooch to a vet or local shelter and have it scanned for a micro-chip.

Doggie Update.
We took Fields to a vet and found he was indeed implanted with a chip as @Dogstar suggested. Thanks to Dogstar for the advice. The phone number, however, had been disconnected.
We persuaded the vet to give us the address of the owner and we took the dog to the house.
When we pulled up, the car in the driveway had Illinois plates.
The people living in the house were not the owners who had moved, but the new residents were from Illinois.. They wouldn't give us the new phone number for the dogs owners but promised to contact them and give them our phone number. We haven't heard from the owners yet
In the meantime, we invited the Illinois people over to our house on Sunday to watch the game as they are Bears fans. They didn't even have TV service yet and were in the process of unpacking when we arrived.
So far, a productive day, hopefully we will be contacted by Fields owners.
Oh, BTW, the last thing the Illinois people said to us as we left was..

Just a quick PSA from a personal experience. My old boy wandered off when our fence blew down while I was at work. Fortunately, a vet tech picked him up and took him to find a chip and wasn't able to find it. I was biking around trying to find him (it was easier to yell to him than driving) and the vet tech just happened to pick the right neighborhood to walk him around to try to find an owner.
