Okay, so here's my suggestion. As the forum grows and expands, we will naturally bring along more problem users who sole intention is to just start things with people. For problem users, who deserve a ban, we should have a section of the forum that basically serves as public notice of which users receive a ban and for what reason.
Now, the section can be viewed by all, but only mods are allowed to post in the forum (To post a banned user along with the reason) There are no discussions in this section of the forum (mods should not make comments either).
Just simply List the user name as the thread title
Then in the post state the reason why this person was banned
Example:
Thread Title: BobTheBuilder2323
Banned for spam
Simple as that.
