Not quite sir. Legally a brewery is able to sell beer with a +/- of .3 percent of what is on the label. So if the beer says it's 6.5 percent alcohol it could legally be between 6.2 to 6.8. Then some places don't follow that and could get fined heavily if caught.
There's a whole lot of variables that go into factoring abv. Many breweries try their hardest at consistency, but consistency is the hardest thing to nail, especially if you're a smaller brewery.
This was in Vietnam during the war when I doubt they had any quality control at all.
The imported American beers surely followed the norms.
