Just because you see a few signs that say "No Passing Zone" doesn't mean the entire 30-mile stretch of road is a no passing zone. The only times you cannot pass is where there is no break in the lines in the center median.

Actually, there is a time and a place apparently to block cars trying to pass. During road construction some cars will try to keep switching lanes to get a car length closer to their destination and cause even more congestion. At that point one driver will find a partner and they will drive side by side until the choke point near the merge area before the first driver allows the second one in. That happens rarely but I've seen it done and it's definitely appreciated, because all those idiots zipping back and forth between lanes just to shave ten seconds off their commute get really annoying.

Since you didn't bother to comprehend my post, let me reiterate it:
IF THEY STARTED THE PASS BEFORE THEY ENTERED THE 'NO PASSING ZONE', THEY ARE ALLOWED TO COMPLETE THE PASS.
The road is so narrow there is no shoulder to pull over. They were driving into oncoming traffic.
If this is the exact stretch of road you're talking about, let me tell you what I see:
1. Broken yellow line.
2. No yellow pennant-shaped "NO PASSING ZONE" sign.
3. Paved shoulders on each side of the road.
4. No curves in the road, which would necessitate a "NO PASSING ZONE".
