He's just as annoying as Avery. He won't fight and ducks all hits coming his way. It's to the point that Carcillo had to yell "stop ducking your hits" or something along those lines.

The puck was passing at that exact moment. If you're in a hit motion and time it right it won't be called. Also, if not clearly trying to stop the player in his tracks with total disregard for the puck, it's interference. That's why Carter was going for the hit, too.
