Hard to see past France and Belgium for me.

Italy is in that class, imo. You can't score on them and they have legit world class golden generation scorers. (Immobile, insigne, locatelli)

England and Germany would start a second tier that have the goods to win it even if they aren't the best this time around, or playing their best yet.
