You're not wrong. There are pros & cons. This is a pro. Are the cons greater, though? And does the scenario you outlined actually happen? Like, do we have any evidence that candidates who are interviewed purely to fulfill the Rooney Rule go on to success because of their exposure and interview experience? I have no idea what the answer is, I don't mind saying.
I don't know about success, either, but that is the results side of the equation. Rooney Rule addresses the opportunity side.

This was good for Eddie and it only cost him a couple of days of his time. I didn't even know he was a HC anywhere until the Bears announced the interview. I assume others didn't as well. Getting that first interview for an NFL job is like going on a date with a hot girl. It legitimizes you for all the others and they suddenly take an interest

I think there is some economic theory about that, where you might value something so little that you would discard it but the moment someone else asks if they could have it, you suddenly will not let it go.
