how do you know who can play if you don't find out by running more difficult plays. Sorry, but your logic isn't lining up to the objective.

No, quite the opposite. I think the problem you're having its built on a faulty premise. Playing conservative does not equal losing or giving up. In fact, it keeps games close by reducing plays by the opposing offense, reduces turnovers and maintains good feild position.
Last year Green Bay scored 21 points in a total of 8 minutes. Had we controlled the clock between each of their possessions, our defense would not have been so tired and their scores could have been spreed out over two quarters instead of the first half of the first quarter.
I think we'll see a less conservative game plan when we have match-ups we know we'll win. Atm, we don't have those type of match-ups so Fox is trying to level the playing field. It's worked imo as we've been close against weaker teams and held our own for some of the game against stronger teams. Heck, we were down 0-6 against Seattle at the half with Clausen. The Green Bay game this year wasn't that bad but some crazy catches by their wrs was the difference. Oak, KC and Det games we kept it close all game and won 2 of 3.
