That's not necessarily true. I've seen this happen with HP laptops before. Sometimes just removing and replacing the battery a few times will do the trick, or if he can get to the advanced boot menu, last known good config is worth a shot.
Even if he can get into safe mode, it sounds like he needs to run either a hardware diagnostic, or a few malware scans.
Should I try "last good configuration"?
Here's my guess, it's a RAM issue. How many sticks are in there?
I know this sounds silly, but trust me here, if the same thing happens trying to enter safe mode, try removing the battery and replacing a few times.
It's like all the windows program is missing or something, it tries to upload windows files and has a black and progress bar that once it hits max goes straight to the blue screen again. The blue screen is like a huge "close up" portion of the old login screen.
The more I'm thinking about it, probably isn't that...but could be. Since Jester got in w/ his smart ass comment before my edit might as well give it a shot. If you have 2 sticks, take 1 out and try and boot. If that doesn't work, put the one you took out back in and take the other out and try again. If you have 4, same thing but take 2 out / put 2 back in.
This is happening when selecting Safe Mode too?
It's a laptop nvan. Don't think RTB wants to be dismantling it, lol.
