If he trades before the draft, my guess is because Houston and Indy are aiming for the same guy.

If that's the case, which is purely speculative... How much would Indy have to outbid Houston? I think the two-trade-down scenario only works if the first trade is to Houston for their favored QB.
There’s no reason to trade before the draft. Maybe like a day or two before, but you let the offers grow for as long as possible. It also allows for another dark horse team to jump in on draft day

The reports that the Texans are open to dealing second and the twelfth overall, and then the quick backpedaling that "actually maybe they just want Derek Carr!" makes me think that's the deal on the table.

Its almost impossible for another team to reasonably beat that offer, since the Bears still get to trade down with another team for 2024 and 2025 picks while essentially creating a firewall at twelfth overall. The Colts would need to throw in considerably more than fourth, thirty-sixth and 2024 first rounder to match that from the Texans.
