Not really. Titans have to operate as id no deal happens. If they get close on Simmons but know Bears want him they will probably pause until the Bears move the pick. It also means Bears dont have to do a lot of work trying to negotiate as the framework for a deal would already be in place.

I think this has a lot to do with the age of their stars and the fact that Matthew Stafford is basically retired (even if Stafford himself doesn't quite know it yet). All their best players except Jalen Ramsey will be over thirty when the season starts. Its just time to rebuild whether or not they are feeling cap pressure.
By the way, they are my surprise team to trade up with the Bears. Once they finish fire saling their roster (Ramsey, Aaron Donald and Cooper Kupp will still fetch good picks) they'll have the ammunition to move up, and they might be really bad this next year or two so their 2024 and 2025 firsts are very alluring.

This would be a best-case scenario for the beloved. The Saints sit way too far back to be realistic players for first overall and it takes one of the scant veteran options off the table for the other quarterback needy teams.
