Washington has already said that they weren't planning on picking up Young's 5th-year option. So both Sweat and Young will be free agents at the end of the year and the Commanders will only be able to tag one of them.They cannot afford all four of these defensive linemen. They have to pick between Montez Sweat and Chase Young.
Or they just use their entire cap on defensive line, which would be kinda cool but probably not a smart idea.
