His control issues and low k rates are a pretty big warning sign that he won't do anything. Dude just doesn't miss many bats.

He did have a sub-3 ERA earlier on but if you looked at the peripherals (as you mentioned) and also the innings he was able to get through, it wasn't pretty. I think he averaged less than 4 innings per start because he simply didn't miss bats and so his pitch count ballooned and they had to take him out. I guess the ERA has normalized to reflect his true suckage level.

Cubs supposedly have some young starting pitchers, but rarely have they been able to develop quality starters who put up stats constantly that would make them comparable to a true #1 starter... Hell, even a number two is rare in the Cubs history of pitcher development.
