All kidding aside, my cousin has resided just outside of Portland for over 2 decades...just so happens she's coming into town this week.
Ask anything, and she'll know the answer. Her husband grew up there, teaches at a local college.
As for the drug culture in Portland, it is just more visible. DuPage county(Chicago suburbs)had 46 heroin related deaths last year...cops now carry anti-narcotic drugs.

Prefer something warmer myself. Some place that doesn't go below 60 in the winter and I don't care how hot it gets in the summer cause I like the water, be it the ocean or even just a pool.

2 of my friends out there go to the coast a lot and surf and say it's great if you're into that.

Hollister Beach. hngggggMy friend went to school in Oregon (University of Oregon), but could only stay there for a year due to the weather. He just couldn't take all the rain and cloudy days. He said that he rarely saw the sun, but he's from southern California, where there's sun 350 days of the year. But it sounds like that won't bother you.
