I have no experience with South Elgin or Batavia.. Carol Stream though was on a quota system. They also had some pride thing in wanting to be #1 in the state in DUI arrests. Obviously Carol Stream has had to change their system official with quotas now being banned. I'm sure there is some way around it though. I have noticed they are all staked out as much on North Ave anymore though.When it comes to suburbs, speed patrol and other minor traffic stops seem to be about all law enforcement does 24/7.
Carol Stream, South Elgin, and Batavia come to mind immediately...though the list is much longer.
In my 10 years of residing in Florida, only state troopers did regular speed patrol. And even then, they wouldn't do a traffic stop unless it was over 14 above posted.
Up here it seems to be another form of taxation.

When I lived in Lombard, they put up a few red light cameras for a trial run...After a year, they took them all down stating they did not improve safety at the intersection what so ever. Neighboring Villa Park however put a bunch up at very common right hand turn intersections. You can tell they are solely there for revenue.
North and Gary, careful there as they still sit on the SW corner. Batavia has days where they mass patrol Rte. 59, pulling people over for anything including expired tags etc. We need a list of these places to avoid.:lol:
Elgin still is installing cams on all new traffic control devices.
My girlfriend lives right next to Wayne..only cop I ever see parks way way back from the road by the railroad tracks. My girlfriend assumes he's napping.I used to take route 59 N from I-88to Army Trail Road, then take that thru Wayne Il...Talk about a speed trap..It drops to like 30 mph. The cop sits between the gas station and a country store (the only 2 buildings in town)..If you do 31..You get a ticket...lol
