Do you mean the league would have to approve a 2nd team to Chicago? Also, if Soldier Field is available, why would a 2nd team have to share the field in Arlington?

To me, this is all about leverage. Chicago is trying to do what they can to entice the Bears to stay. They should have made an earlier attempt to negotiate rather than brushing the Bears attempts to move off as some hard ball tactic.
But, I'm not buying it. The city used to have a team with the monopoly on the market and weren't serious with negotiations. But now all of a sudden they are willing to welcome the hapless Jaguars to franchise in town who will have to play 2nd fiddle to the Bears. Yeah right lol!

If the Bears build a outdoor stadium out in the burbs, and Chicago puts a roof on Soldier Field and the new team starts winning, the Bears are done. Only an asshole would want to drive out to Arlington Heights and sit in the cold to watch a bunch of perpetual losers get their asses kicked on a weekly basis. Actually, this season will be good practice for that.
