You're possibly hearing speculation using the "Cash consideration" loophole, which is limited to like $6m. You still need the ability to take the cap hit and the league has been slowly adding more veto rules. If they would go this route, the monies would get shuffled in with other assets and draft picks. More trouble than it's worth, because there are no silver bullet trades that solve everything.
And frankly, it's all possible. Grease those palms, scratch some backs, you can get away with a sneaky trade once in a while. The Bulls are cheap, so whoever is thinking they will take the hits on Lavine has been hitting the adderall stash a bit hard.
The issue with trades, same as hockey, you have to vet out rumors that are possible from those that aren't. When too many trades become possible, the rumor-mill becomes so loaded with bullshit that it turns off fans, pisses off players, taints front office reputations, etc. And when things aren't all that possible, there's always some genius who thinks they're the one who found that loophole.
