Who said this? What I've heard many say is that purposefully throwing games only 100% ensures 1 thing - losing those games. Which the Cubs have done.
What people have said is that when an owner makes a statement like "We need a jumbo tron to have the money to be competetive" and then it's proven that they were the most profitable team in baseball, even dumbasses have to question their motives.
Again. No one has said that other than you. What has been said is that winning is not guaranteed.

all these kids will fail. Some of these prospects very well may hit. But you can find valued prospects without purposefully throwing away seasons. You can build a team without scrapping a whole year. Or 4....
Many successful teams, with far less resources than the Cubs, season after season, put quality contenders out there without tanking. Many GM's build farm systems without losing 100+ games a year. And one thing he should never do is make a statement about how "this team could make the playoffs" and then purposefully blow up another season just to get a draft pick.
