Because he graded out the worst based on that system. Considering it is 2 years running I am inclined to believe he is in fact a really really terrible run blocker. I would prefer we sign a RT who can actually pass and run block.

If you want to discount that because it is PFF then that is your right.

This is why I've been mocking us grabbing an offensive playmaker first, and then going 4 DL in a row with the 2nd and 3rd round picks we could get from a tradeback. It's also why I've been saying to hold off on drafting OL in the 2nd and 3rd: the DL talent there is sick!
