Gm can do whatever they want, it's his first year. The ownership has already shown to be impatient and impulsive. Very few nfl teams have patience with gms/coaches.I think it depends on ownership, and if they are sensible at looking at long-term success over the short term supposed need to take Ward to try to save their jobs.
Ironically, I think trading out and not taking Ward is better for the team’s long-term success.
So yes, the GM should be able to tell ownership that he would rather acquire picks and draft a blue chip player rather than taking a career backup QB like Ward or Sanders (my opinion obviously). Build the team the right way and focus on QB next year.
Now if the GM feels like Ward can be an elite franchise QB, then obviously draft him. But if he thinks that, that would be far more worrisome to me if I was the owner than if he came to me and said he wanted to trade out of the top spot.
