The browns were advancing the ball, lost possession on a fumble that traveled out of bounds in the endzone.
The key here is they were advancing the ball, and loss of possession is to severe a penalty. At worst they would be looking at loss of down and the play reverts back to the original line of scrimmage.
In your example the offense is not advancing the ball, so a different set of rules should apply.
