Shaw wouldn't be facing this type of punishment had Weber gotten a 1-2 gm suspension.
Since Weber didn't though, media was saying Shanahan wasn't tough enough, so Shanny decided to shut the media up by suspending Shaw 3 games.

It also doesn't hurt that Shaw is a 20 year old relatively unknown rookie as opposed to a star liek Weber.

Hits are always going to be different--from one player to the next. While it's guesswork since no one completely knows what is going on in someone's head, intent may be better to key in on when it comes to suspensions. I don't know.

Jonathan Toews kinda, sorta calls out the NHL before the Shaw suspension: "In a situation like that with Weber, more than anything you should make an example of it, regardless of whether he's a star player," said Toews, who missed 22 games due to a concussion. "They have been trying to make an example of things like that so they don't happen again and all of a sudden you let one slide like that. Everyone must feel like they're back to square one. So it is frustrating."

You know what (I think ) Bobby Hull (might have been Don Cherry) used to say - if you have no chance of scoring- whistle one by their head - or take a shot at the berries... it gets goalies' attention.
...can't go near Sir Laurence Olivier ... but then again I'd like to see Shanahan suspend the puck.
(He might try though knowing him.... complete joke -- get rid of him, put a retired ref in the position - easy solution.).

Maybe not a makeup suspension, but I imagine even though there was a suspension and they feel vindicated for making the 5 + game misconduct call, the referees do not ever enjoy being made the fool.
