It took less than an hour to download enough to install and play the game. You can also do it remotely. Buy it online while at work and it will be ready when you get home. They also have it set up for day 1 ready play on pre-orders. You basically download the full game in advance but it's not playable until launch.
As for caps, neither AT&T or Comcast really enforce their caps. Comcast only does so to people who are well over the limit.</p>

For PS4-ers, there is also a streaming PS3 game service where you can rent games from 5 hours to 3 months through a virtual PS3. Been playing Dues Ex : Human Evolution this way with little issue (had one disconnect, but I think it was local). Not a wonderful library yet, but a few nuggets in there. No Mass Effect 2 or 3 so I am still crying like a little girl...</p>
