Road attendance isn't an accurate way to measure it. Every division's schedule is different as you play your own division more. For example, a team in the AL East gets a bunch of road games against New York and Boston, which are always packed... while a team in the NL Central doesn't see as many sell-outs.

There have, however, been studies done on popularity.

Atlanta's averaging over 29,000 fans per game this year, without being in a "big" market. That's 5K per game more than the White Sox who are playing in America's 3rd biggest market.

And the Braves have always been popular due to their TBS National Broadcast days...
