Apologies. I don’t think we’re talking at cross purposes. I understood your post to mean that businesses don’t contribute in a meaningful way to the surrounding area financially.It's also well documented that states, counties, and cities get back less than they give away when they pay for stadiums. There is plenty of evidence that targeted public investment in businesses can help local economies but if that is the goal then public financing of a new Bears stadium is the last way to achieve it.
Why it will happen anyway is that politicians basically suck.
Below is the first link that came up when I googled "study on results of public stadium financing." If you can find a legit study that says otherwise by all means post it and I'll be happy to read it.

I agree with your point, and do not see why a private organization should be subsidized by the taxpayer.
My overall point is it is not hard to see why they want to move, given the high tax rate in the city and the utter mismanagement and corruption surrounding how that money is spent, not withstanding the higher taxes they’d have to pay, as well.
