Get the #1 WR in the draft. Sign a savy vet like Boyd for the slot. Develop Scott(hopefully) and sign another vet for the 5th or 6th spot.

That sounds right. Just looking at a roster list is hard to get a read on it. But, at least for the last 3 years, they consistently carried 4 TE's on the roster. The RB situation was way different I think due to injuries...they listed between 5-7 RB's on the rosters in a given year. When you at the games column though, I think it was likely they kept 3-4 RBs on the roster at a given point in time.
