Sounds like Texas is out of the running according to Mooney.

Not really sure how or why the Cubs hold leverage in this situation to gain anything of significance.

We will see how this plays out. The other options out there on the market right now really aren't upgrades for 2013 rotation like Garza would be. And honestly the Rangers have plenty of solutions for the 2014 rotation. The question is the 2013 postseason rotation and unless Peavy becomes healthy or Cliff Lee available none of those guys really have the same level of impact. Both sides are posturing right now for the best deal for them.

AL West Notes: Vargas, Burnett, Mariners, Rangers

We're less than two weeks away from the non-waiver trade deadline, and with the rumor mill heating up, here's the latest out of the AL West...

Angels lefties Jason Vargas and Sean Burnett aren't likely to return before the trade deadline, tweets Alden Gonzalez of MLB.com. The duo could return shortly after July 31, however. Both southpaws would have been attractive July trading chips, as Vargas is a free agent at season's end, and Burnett is on the first year of an affordable two-year, $8MM contract.
Larry Stone of the Seattle Times writes that Mariners GM Jack Zduriencik and manager Eric Wedge are in a tricky position. The duo will likely be judged based on the team's record, which would be better if they hang onto Kendrys Morales, Joe Saunders, Raul Ibanez and the rest of the team's trade chips. However, that also does little to build for the future, leading Stone to say that they could be in a lose-lose situation.
In addition to their talks with the Cubs regarding Matt Garza, the Rangers are also seeking a right-handed bat, GM Jon Daniels told reporters today (including Todd Wills of ESPNDallas.com). Alex Rios and Alfonso Soriano "have been mentioned as possible acquisitions," according to Wills, who adds that the Rangers aren't yet ready to give Manny Ramirez a chance at the big league level.
From that same piece, Daniels adds that the Rangers aren't panicking over Nelson Cruz's connection to the Biogenesis scandal.

ARLINGTON, Texas -- The Texas Rangers have been reported to be the top contender for Chicago Cubs starting pitcher Matt Garza, but general manager Jon Daniels had nothing to say on the subject during a press conference Thursday with the media.

He said the club is active in trade talks and because the Rangers are in contention in the American League West and for a wild card spot, they are initiating most of the discussion.

"We have expectations and goals and we would like to reward the club and help these guys, the way they've played," Daniels said.

The Rangers could use a starting pitcher and a right-handed bat, which is why players such as Garza and his teammate with the Cubs, former Texas All-Star Alfonso Soriano, and Chicago White outfielder Alex Rios have been mentioned as possible acquisitions for the Rangers.

Daniels said there's not one addition the Rangers have placed a priority on between a pitcher or position player.

"You could go both ways on it and we're having active conversations on both fronts," Daniels said. "I don't know sitting here right now exactly where it's going to head. But we'd like to upgrade the club if we can."

The Rangers are not ready to give right-handed hitter Manny Ramirez a chance yet. Ramirez will remain with Triple-A Round Rock while the club continues to evaluate what the 41-year old designated hitter has left. Ramirez is batting .300 and has hit three home runs in eight games. He was expected to be in the Round Rock lineup Thursday night.

Ramirez doesn't have an out in his minor league deal with the Rangers, so they can take their time. Daniels did say he is getting good reports on Ramirez off the field.

"From a clubhouse perspective and as a teammate, it's been very positive," Daniels said. "We knew when we signed him that we were going to give him a few weeks minimum to sit on that and make an evaluation and see where he is and if there's a spot here and whether he can help us. Those are still things we are evaluating."

Daniels also said the organization isn't in panic mode over what could happen with Nelson Cruz, whose name has been linked to a possible suspension because of his involvement with the Miami Biogenesis Clinic.

MLBPA Union Head Michael Weiner said during a news conference this week at the All-Star Game that any suspensions resulting from the Biogenesis investigation likely won't be served until 2014, if the discipline is challenged before an arbitrator. He said he expects MLB to present its findings to the union "within the next month."

"Until there is something official that we can respond to, there's really not much we can say," Daniels said.

Cubs, Rangers Getting Closer On Garza Deal

The Matt Garza rumors have picked up steam in the past couple of days, with ESPN's Jim Bowden stating Wednesday that there's an 80 percent chance he's traded before his next start. On Tuesday, we learned that the Cubs have a slight preference toward pitching prospects as opposed to position players and that the Rangers are unwilling to part with Martin Perez to acquire Garza. Here's the latest on Garza...

Jon Heyman of CBS Sports writes that while the Rangers are "prominently involved," other teams are still in the mix for Garza at this point.
Ken Rosenthal of FOX Sports tweets that Class A right-hander C.J. Edwards is indeed in play in trade talks. Edwards, 21, has a 1.83 ERA with 11.8 K/9 and 3.3 BB/9 in 93 1/3 innings for Class A Hickory this season.
One official tells Rosenthal that the Cubs and Rangers are "getting closer" on a Garza trade (Twitter link). Rosenthal adds that third base prospect Mike Olt is "possibly" in play, but the two sides are discussing prospects from multiple levels.
Earlier Updates

The Cubs are asking teams for their "last and best offers" for Garza, tweets ESPN's Buster Olney, and other clubs think he's thrown his last pitch as a Cub. In a separate pair of tweets, Olney adds that while the Rangers don't want to move Perez, they have other pitching prospects such as C.J. Edwards and Luke Jackson that could be of interest to the Cubs. Jackson ranked as the team's No. 6 prospect prior to the season according to Baseball America, while Edwards ranked 14th. Both have had strong minor league seasons.
Rosenthal writes that the Rangers have the most motivation to acquire Garza and have had extensive talks with the Cubs. He adds that the Dodgers are still in the mix even after acquiring Ricky Nolasco from the Marlins.
If the Rangers don't acquire Garza, rival executives see the Cardinals, Red Sox, Diamondbacks and Dodgers as the likeliest destinations, according to Jeff Passan of Yahoo Sports (Twitter link).
As reported earlier by Troy Renck of the Denver Post, Rockies owner Dick Monfort issued a letter to season-ticket holders saying the team wouldn't surrender top prospects for rentals. That, presumably, officially takes them out of the running for Garza's services.

Apparently Matt Garza tweeted that he was off to Colorado for the Cubs' next series this morning, but now the tweet is deleted? Can anyone confirm this? I don't follow him on Twitter and his account is set to private.

All I know about Olt is that he's been hyped as a "great prospect" for a long time...long enough that he surely can't be that great. :shrug:

I know nothing about Ramirez...outside of him pitching well this season, albeit in AA.

My question would be, given that they are obviously going to trade him, is there any chance they sign him again this winter? Would be the ideal situation for the Cubs considering Garza. Get something in return for him at the deadline, then sign him to a contract as a free agent.

God, please trade him already. The anxiety this s going to give me today is going to result in bleeding peptic ulcers and a terrible rash. With all of this Rangers talk, I'm assuming the Cubs weren't intrigued by anyone else's package (pardon the horrible pun). Either that, or the Rangers were willing to step up and include somebody that the media hasn't leaked yet. Does anyone else think the Cubs could potentially be including some bullpen help for the Rangers, as well?

Either a bullpen arm, or Soriano by chance? Time will tell, I just hope they get something good back in return.

Meanwhile, Tim Brown of Yahoo Sports tweets that the two sides have not yet gotten to the point of exchanging medical records.

The Garza deal would be the duo's highest-profile trade of the summer and arguably the highest-profile trade of their tenure with the Cubs.

Good to see Theo is seriously considering trading the best pitcher at the MLB level for garbage and an "A" player.

we really don't know the parameters of the trade at this point, just speculation as to whom is being discussed.

I'm higher on Olt than I am Ramirez, but not by much. Ramirez has pitched much better this year than last year, although he's spent this season at AA. If the Cubs do end up going with a package of Olt, Ramirez and Edwards, they must've been extremely underwhelmed with what other teams offered them. You could assume that Boston and Texas would've been the most desperate teams given their injury issue in the rotation.
