Technically he can rejoin the Bears but not until mid season. Pennell, yes, this is probably a veteran salary guarantee thing. Vested veterans on the week-one roster have their season’s salary guaranteed. If the Bears resign him next week, his salary is only 25% guaranteed. He obviously wasn’t going to be active this week, so they probably decided to give his season’s salary guarantee a haircut. But he has to feel like he’s Not-For-Long with the Bears if they’re looking to save a few guaranteed salary $$$ on his vet-minimum contract.
