I beg to differ.
His best 2 seasons in chicago in terms of passing tds was 09 and 14- he was 8th in the league and 10th in the league. Both years he was #1 in interceptions in the league.
Aside from those 2 seasons, he hasnt been in the top 10 for anything.
Look around the league and check out the middle tier guys that occasionally crack the top 10 in passing categories (the good categories). If your definition of "franchise" qb is that loose, then there are a stack of middle tier guys that will come in above Jay.
Being local, many here seem to think Jay is the only guy who faces adversity via coaches and lesser talent at times... but many guys around the league suffers from the same crap.
When you factor in health, the case for Cutler gets even weaker.
Cutler is just a guy. a highly paid guy, but just a guy.
